The Small Business Innovation Research (SBIR) program was established to help federal agencies transition innovative technologies into operational use. Phase III is the deployment, expansion, and sustainment phase of the program, enabling agencies to acquire, implement, and scale capabilities developed through prior SBIR efforts.
AVER was competitively selected for an Army Direct-to-Phase II (D2P2) SBIR award under Topic A254-023, AI-Enabled Portfolio Management. This award established AVER’s eligibility for SBIR Phase III follow-on work and provides federal agencies with a clear, regulation-compliant pathway to directly award efforts that derive from, extend, or build upon the underlying innovation. Under 15 U.S.C. § 638(r), qualifying Phase III efforts may be awarded without further competition and without dollar limitation, accelerating mission delivery while reducing acquisition timelines and procurement risk.
