Given austere budgets, proliferation of telework, technology advancements, skill gaps, attrition, and succession planning, Federal agencies are facing mounting human capital challenges impacting their ability to meet their missions. As a result, agencies have to re-think their approach to human capital management, workforce planning, and talent development. People, combined with the right processes and tools can be the biggest enabler to deliver innovative breakthroughs to execute mission strategies. In this paper we identify interconnected trends that can be impactful when implemented together.
